Man Arrested for Raping Disabled Teen

Neshannock Township police charged a New Castle man last week with 22 counts, including raping a mentally disabled girl.

David Wayne Talbert, 18, faces two counts each of raping a mentally disabled person, statutory sexual assault, rape, sexual assault, aggravated indecent assault without consent, aggravated indecent assault of a mentally disabled person, aggravated indecent assault or a person less than 16 years  old, indecent assault, and corruption of a minor and other assault charges.

Neshannock police said Talbert raped the mentally disabled girl twice in the last five months, including once in Neshannock and once in New Castle.

Police said the two were family acquaintances.
