Two men arrested in Campbell after reported unauthorized use of water

CAMPBELL, Ohio (WKBN) — Two men are arrested this afternoon after police say they caught them stealing water out of a fire hydrant.

Leonard Villers,58, of Austintown and Phillip Stratus,26, of Niles are both accused of taking water from a Campbell city hydrant and putting it in this truck.

Police only knew of this incident because a concerned citizen called their dispatch center to report possible illegal dumping of toxic waste on Wilson Avenue.

“It was a process that was very easily concealable they have done some work here for the city in the past and it was very reasonable to believe that they might be here legally when it was only through investigation by the chief and myself that we’re able to determine that the water was being taken illegally,” said Sgt. John Rusnak, Campbell Police Department.

The truck is owned by Odyssey Environmental Services, LLC — according to a sign on it.

Both men are facing theft charges.
