Charges filed against owner of former Delphi plant

WARREN, Ohio (WKBN) – The owner of the former Delphi Packard buildings in Warren is facing charges in Warren Municipal Court.

Warren Building Official Chris Tanneyhill served the paperwork Thursday morning to Sergio Dipaolo, 49, of Girard. According to the complaint, the city is accusing DiPaolo of failing to complete demolition on the building by Sept. 15, 2012.

The complaint also states that Dipaolo occupied the building since July 30 without a use and occupancy permit. During a heated argument between Dipaolo and Tanneyhill last month, Dipaolo admitted work was going on inside the building.

A hearing on the matter is set for next month.

Dipaolo purchased the buildings in 2011 and they were supposed to be demolished, but the work was never done. The buildings remain unsecured and high grass surrounds the property.
