WARREN, Ohio (WKBN) – Warren police say they have charged a man after he admitted to being present at an event over the weekend which led to the Monday death of a three-year-old.
Russell Cottrill, 3, lived on High Street NE and police say he was staying with Arthur Harper, his mother’s boyfriend, while she was at work. Harper called police Saturday evening, saying, “My stepson was up in his room laying down, and I heard a thump, and he is very unresponsive to me.”
Medical personnel took Cottrill to Trumbull Memorial Hospital Saturday night. Police say he was unresponsive and possibly not breathing. The child died Monday.
Police arrested Harper Wednesday and charged him with child endangering. He is to appear in Warren Municipal Court on Thursday.
Police are withholding details on how the child died, leaving those specifics to the coroner and their report, which could ultimately lead to more charges.
Warren Police Detective Nick Carney said that police had probable cause to charge Harper after two hours of questioning by investigators Wednesday.
“He was there at the home with the child. He called 911. He was ultimately responsible for the care of the child,” Carney said. “He was our primary suspect. Just getting him to cooperate, which he did.”
