Warren man held without bond in connection to 3-yr-old’s death

WARREN, Ohio (WKBN) – Authorities are holding a man without bond in connection with the death of a three-year-old in Warren.

Arthur Harper, 43, appeared before Judge Terry Ivancheck, who said he thought Harper was a flight risk and refused to let him post bond and leave jail.

Harper is being held on a charge of child endangering in connection with the death of three-year-old Russell Cottrill, who died Monday in a Cleveland hospital.

Police say Cottrill was home alone Saturday with Harper, who is his mother’s live-in boyfriend, when he stopped breathing. Harper called 911 just after 6:30 p.m. asking rescue crews to come to the couple’s High Street home.

The Cuyahoga County Medical Examiner could have an initial ruling on the boy’s death as soon as Friday. A full report will take four to eight weeks to come back.

Warren Police are waiting on the coroner’s report to determine how the child died. Depending on the findings, more charges could be filed.

The boy’s mother, Judith Owens, declined to comment when contacted on Thursday.
