4 charged in Youngstown drug ring

YOUNGSTOWN, Ohio (WKBN) – Federal investigators have brought charges against four men involved in a drug ring in Youngstown.

Morris Perry, 37, of Youngstown and 26-year-old Phillip Devine of Leetonia are already in the Mahoning County Jail.

Pictures were not available for the two other suspects, Andre Duncan, of Alabama, and Shon Rankin of Youngstown.

The 29-count indictment says the four men conspired to distribute heroin last summer in Youngstown.

Investigators say they used code words and phrases to communicate details about the deals on their cell phones.
