HOWLAND, Ohio (WKBN) – Police discovered a home covered in feces and garbage after finding a 4-year-old wandering around in a diaper on Howland Springs Road.
The child was taken back to the house, where three other children — ages 5, 11 and 13 — were living. Howland Police said at the time the child left the home, both the mother and uncle were asleep, leaving the toddler and a five-year-old without adult supervision.
Howland Police Chief Paul Monroe said deplorable living conditions were also discovered, with nowhere for the children to sleep but the floor. The kitchen was filled with rotting food, he said.
“It was one of the worst houses we’ve seen, probably in my career,” he said. “There was fecal matter, not only on the beds from household pets, but on the floor, on the walls.”
The mother of the children was not named, as charges have not yet been filed. Those charges are expected to be filed on Wednesday.
The children were placed in the care of Trumbull County Children Services.
