How can a man with 15 OVI arrests still have a driver’s license?

CAMPBELL, Ohio (WKBN) – An Austintown man, charged with OVI for the sixteenth time, appeared in Campbell Municipal Court Friday morning to be arraigned.

David Black’s charge is a third-degree felony.

Officers pulled over the 57-year-old for a traffic violation Wednesday and, right away, suspected he was drunk.

“Upon approaching the driver, we immediately noticed an open Bud Light can in the center console, plain view, and that was later found to still be cold,” said Rob Vukovich, the officer who pulled Black over.

They arrested Black after he failed sobriety tests and refused to take a blood test.

Officers then ran a Bureau of Motor Vehicle check on Black. The database, which is put together by the state, confirmed that he had a valid license at the time he was arrested Wednesday.

Many wonder how he still managed to have a valid driver’s license, even after so many OVI offenses.

Well, the last time Black was convicted of an OVI was in 2009. Court documents show that he paid his court costs and fines, so he was granted limited driving privileges to and from work.

Now seven years later, Black had a valid driver’s license after getting it back in 2013. After this latest arrest, however, his license is suspended once again.

Friday, Black posted $4,000 bond. He is due back in court on October 21 and will be on house arrest until then.
